a certain country person in East Asia

makes it natural to copy that.

The idea is probably based on

a Chinese thought (sinocentrism).

About high-speed railway technology,

they introduced that technology from Japan and Germany

and built it in an own country.

They have already made plans, 

those are rapid-service trains run between main great cities.

Hokuriku Shinkansen

Hokuriku Shinkansen is planning route
of the rapid transit railway which is connecting
between Tokyo and Osaka.
An area of Nagano and Kanazawa opened to traffic
on March 14, 2015, and new railway vehicles were introduced.

If the Japanese technology would be introduced into Osprey,
its aerial speed would be more faster
and its mass transportation would become possible.

of commencement of business.
